Stat limitier (CAP) for players or dinos

Hi,
I need help to set my server like that,
for an example players cannot press 15 points to weight, just as I set before, like 10, and they must push rest of their points to another stat.
So it works like a stat cap.

I talked with Maticha, the subjected settings were made by a private plugin on his server.
I would like to ask to share that if somebody developed that from this team.
