there seems to be a bug with the ORP on the server I play on, and likely others too. The ORP doesn't kick in when you change maps on a cluster, only when you log out on that map, and thus leaving each base on the other cluster maps open for raiding, and likely the boosted damage isn't enabled too since its not turned on if you transfer from that map.
