I cant start the server

I have followed the video on how to install Ark API but when i came to turn on the server i got this error. I am using windows 10 , 20GB ram . I have downloaded Visual studio on a different drive.

this is an ADDON for Visual Studios.. This was the right link ^^ but if u download the X86... its not my fault ^^
but hey. you dont need to say thanks to me. just to the guy who postet the x64 version -.-*
