Yes, it's all upgraded and when i check task manager it's basically idle with no cpu usage or disk usage, just a bit of memory usage.

Since your picture shows it's patch 282.102 it looks like you are trying to run it from the Game Client. Wich, it is not recommended. Latest Ark Dedicated Server patch is 282.104.
