Remove Personal Ownership

Foppa submitted a new resource:

Remove Personal Ownership - Removes your personal ownership of structures

All Creds to @Michidu who created the plugin initially.

I have just added the "RemoveAllOwnership" command and ported it to Atlas API.
I was feeling it could be to good use on Modded NPC's on Atlas and other things as well.

Tested:

• Atlas
• Blackwood
• Hot Load and Unload.

Console Commands:

• RemoveOwnershipRadius <Radius> - Remove personal ownership of all structures in the set radius.
