Unless one exists already, I've checked and I couldn't find one that did this.

Main point of this plugin if it was ever created, help with dealing with auto breeders and over breeders.

My main suggestion or way of this plugin: Admins of the server could use a command, for example, "/unclaimeddinos" or "cheat unclaimeddinos" and it could pop up in chat, showing all dinos that are unclaimed in a customizable foundation radius (default could be 3x3) that counts all other unclaimed dinos in that range, and displays the LAT and LON position next to it.

An example in chat of what it could look like:

(UNCLAIMEDDINOS) 7 Unclaimed "Pteranodon" at position 41 LAT 67 LON
or if there are multiple dino types in a spot
(UNCLAIMEDDINOS) 4 Unclaimed "Paracertherium" 9 Unclaimed "Pteranodon" at position 58 LAT 85 LON

If this could ever be done, that would be great, or if there is already a plugin that can check for unclaimed or prevent unclaimed dinos from over breeding, could a link be provided?
Cheers.
