Added the feature to reinstall to update the API

Updated the egg to allow a toggle of PvE and PvP in the "Startup" tap and also added to the install script to download and install the latest API version. To do so, reinstall the server under the "Setting" tab. **Always be sure to back up all your files first!

Please backup you config.json file located at /home/container/ShooterGame/Binaries/Win64/ArkApi/Plugins/Permissions/config.json as it will over ride it
