I think, I'm not sure. But the plugin depends on a component within Windows called Windows PulseEvent, it's quite an old component and might be so that they didn't include it in windows anymore. So I would say WS2016 is not supported with that plugin.

The ARK Cross Server Chat plugin needs some updates but currently, it's not maintained by anyone. Suggest you to change to this instead: https://arkserverapi.com/resources/cross-server-chat.65/
