It runs fine without ARK Server API. The debugging database is not the correct one, so their comment still stands true. :)

Rename version.dll if you are happy to run without plugins for the time being on the latest version.

If your server just updated and wont start without crashing and the crash stack shows unknown functions and no server version; ARK Server API is causing your crashes. Rename version.dll to stop loading Ark Server API to get them running without plugins. Hold tight! Given that the functions are...
