Secondary Acounts control plugin

Some players that was banned are using steam shared family to get new steam ID to avoid the ban

The idea it's have a plugin that control this, and don't allow play to secondary accounts, may be using steam api it's posible get the owner steam id of the secondary account (https://developer.valvesoftware.com/wiki/Steam_Web_API#IsPlayingSharedGame_.28v0001.29)

this plugin should have the next options
- Don't allow play to secondary accounts.
- Autoban secondary account if owner steam id is banned.
- Don't allow play (but not ban) secondary account if owner steam id is banned.
