Custom Rates Based On Tribe Count

I'm wondering if there's already an existing plugin which will change the rates for each tribe depending on the specific amount of players. For example

Tribe A has 3 players, they get 3x Harvest 4x Taming 2x XP
Tribe B has 2 players, they get 4x Harvest 5x Taming 3x XP

I've heard of this being on a server, but if it's not already a thing, I'd be interested in having someone make it for my server!

It would help to balance it all out cause tribes of 2-3 will not build up as fast as a full 6 or 7 man Tribe
