Add permission support for shopitems in shop kit

Would like a patch fix to allow permissions to be a parameter on shop purchases as well as Kit purchases so I can add restrictions to engram unlock Type shop purchases.

It does exist for kits, but based on the example config for the plugin, the functionality does not appear to be there for normal Shop items.

To piggyback on this, it would be awesome if we had the ability to spawn a beacon via a kit.

Being able to spawn beacons in a kit would be less desirable unless you want to have a user a beacon on character spawn. But permissions as you said exist for kits but shop items don't recognize the permissions parameter if you add it. I want to resrict engram unlock purchases in shop unless the person is in a set group to allow them to do it.
