Do you use Windows Server 2008? If so, have you installed visual c++ 2017?

Windows 7 Maximum service pack 1 2009. Visual c ++ 2017 installed.
On Windows 8.1 starts normally

Weird, i can't test api on Windows 7 currently but it should work (and it was tested on Win server 2008). It's possible that something wrong on your side. You can try attached version also.
